IPAZ Infrastructure Improvements

In 2019, the City of Eloy, the City of Coolidge and Pinal County were issued Federal Highway Funding to make improvements to Hanna Road and Houser Road surrounding the Inland Port (IPAZ) Property to enhance economic development.  The Better Utilizing Investments to Leverage Development, or BUILD Transportation Discretionary Grant program, provides a unique opportunity for the Local Governments to invest in road, rail, transit and port projects that promise to achieve national objectives. Our project's improvements include:

  • Improvements to unpaved section of Hanna Road from SR-87 to Vail Road (1.1 miles) to include new pavement, two travel lanes, center median (east of UPRR), and turn lanes;
  • Reconstruction and minor widening of Houser Road, from SR-87 to Vail Road (1.2 miles) to include two travel lanes, center median (east of UPRR), and turn lanes;
  • Safety improvements to existing at-grade UPRR crossings at Hanna Road and Houser Road;
  • Intersection improvements at the SR-87 at Hanna Road and Houser Road intersections including traffic signals;
  • Roadway improvements will also include installation of shoulders, curb and gutter, drainage features, and landscaping as applicable.
